A hospital or practice buying gifts for its own employees is not covered by either code. That is employee recognition, and it sits outside the fraud-and-abuse rules entirely.

We deliver to one named administrative contact rather than to a floor, which is both simpler and safer. OSHA prohibits food and drink in work areas where there is a reasonable likelihood of occupational exposure, so an open basket cannot sit at a nursing station. Individually wrapped items let staff carry something back to a break room.
